中國石化物資(zi)招標采(cai)購總(zong)量大增

9月2日至(zhi)3日，中(zhong)國(guo)石化物(wu)資采(cai)(cai)購(gou)招(zhao)(zhao)標工作會在(zai)京召開。集(ji)團公司(si)在(zai)國(guo)際采(cai)(cai)購(gou)招(zhao)(zhao)標方面取得(de)了(le)新突破。1至(zhi)7月，國(guo)際采(cai)(cai)購(gou)招(zhao)(zhao)標總額同比增加497%，達到9.2億元(yuan)。同時，各(ge)企業物(wu)資采(cai)(cai)購(gou)招(zhao)(zhao)標積極性(xing)進一(yi)步提(ti)高(gao)，框架(jia)協議采(cai)(cai)購(gou)招(zhao)(zhao)標逐(zhu)漸成為(wei)主要形(xing)式。

“不(bu)(bu)(bu)(bu)自由(you)不(bu)(bu)(bu)(bu)想招(zhao)(zhao)標、供應商不(bu)(bu)(bu)(bu)足3家不(bu)(bu)(bu)(bu)能招(zhao)(zhao)標、產(chan)品不(bu)(bu)(bu)(bu)用招(zhao)(zhao)標等，都是(shi)企業不(bu)(bu)(bu)(bu)愿(yuan)招(zhao)(zhao)標的擋箭牌。齊魯石化之前也存在這種(zhong)想法。但是(shi)通(tong)過法律(lv)法規學習、政(zheng)策宣(xuan)傳及嚴格獎(jiang)懲等措施，公司上下對招(zhao)(zhao)標工作的重要(yao)性有了(le)新的認識。”齊魯石化物資裝備(bei)中心負(fu)責人說。

與此同時，定招標物資的招標規模擴大。化工原輔料為石化企業連續性生產消耗物資，國家法律并未強制要求招標采購，長沙噴射器，但為了規范采購業務、降低采購成本，各企業消除標準不統一、技術壁壘多等瓶頸，以框架協議采購招標為抓手，取得矚目成績。1至7月，集團公司化工原輔料招標采購額達93億元，為2013年全年的5.4倍。
